What is DPCC?

The Delhi Pollution Control Committee (DPCC) is an autonomous organization that was formed in 1991. It was delegated all of its powers under Section 4(4) of the Water Act and Section 6 of the Air Act. It is reviewed and supervised by the Ministry of Environment, Forests, and Climate Change. Its primary goal is to save the environment from pollution and keep it clean. DPCC is specifically aimed at controlling pollution in the NCR. It is led by its chairman and includes several members who assist in keeping the institution working efficiently. It consists mainly of a chairman, a member secretary, representatives from various countries, environmental experts, and non-governmental organizations (NGOs). The government has taken a very good step towards getting control over the pollution.

The objectives of the Delhi Pollution Control Committee (DPCC)

The Functions of the Delhi Pollution Control Committee (DPCC)

According to the Water, Air, and Noise Act, the primary tasks of the Delhi Pollution Control Committee are as follows:

  • Issuing certificates for the Green and Orange categories and establishing compliance areas.
  • Authorise hospitals, clinics, and blood banks.
  • Guiding on preventing and controlling water and air pollution, and improving air quality.
  • Organise media awareness campaigns to prevent, regulate, and reduce water and air pollution.
  • The organization collects, compiles, and publishes technical and statistical data on water and air pollution, and also ways to avoid, regulate, and mitigate it.
  • DPCC creates codes, and guidelines for disposing of sewage and wastes
  • Provides information on water and air pollution prevention and control measures.
  • The law establishes requirements for treating sewage and trade effluents, as well as emissions from automobiles, industrial plants, and other sources of pollution.
  • DPCC is responsible for developing cost-effective sewage, trade effluent, and air pollution management methods.

Different categories of Industries according to DPCC

The Delhi Pollution Control Committee categorizes industries into four sections, which are explained below. This classification is based on the polluting potential of the industry. There are four categories: white, red, green, and orange.

  1. White Category: The government introduced the White Category in 2016. It separated the least polluting industry from the other ones. Because such industries are non-polluting, no DPCC consent certificate is required. However, this does not indicate that they will disrespect the DPCC’s norms and regulations. Such industries have a pollutant index of only 0-20. The white category is regarded as the least polluting industry.
  2. Green Category: These type of Industries have a higher pollution index compared to White Category Industries. The pollution index is 21-40. Establishing and working in such sectors requires a consent permit from the DPCC because they are polluting in nature.
  3. Orange Category: The pollution index exceeds that of Green Category industries (41-59). They are unable to work without the consent certificate from the Delhi Pollution Control Committee. Before creating and operating the industry, one must get approval from the DPCC.
  4. Red Category: This includes the industries with the highest pollution levels. Such industries are not permitted to operate in environmentally protected areas. This category includes industries that are toxic and harmful.According to the Delhi

Pollution Control Committee’s norms and regulations, industries classified as red are not permitted to operate in Delhi. Their pollution index exceeds 60, and they are very harmful to the environment. They are of two types: H (a) and H (b).

General Documents Required for DPCC

As previously discussed, the Delhi Pollution Control Committee classifies industries into four groups. When applying for the DPCC consent certificate, specific documents are necessary for each category. However, we are covering the general documents that are required for all categories.   • PAN Card and Aadhaar Card with the applicant’s registered mobile number.
  • CA Certificate
  • Applicant’s most recent utility bill.
  • Location or Site Plan for the business entity.
  • Land documents, including rent and lease deeds, stating property specifics.
  • For a partnership firm, use a partnership deed; for a company, use a memorandum or articles of association.
  • Resolution by the association’s board of directors.
  • The owner’s proprietorship certificate.
  • A water connection certificate is also required.
  • Only restaurants require an MCD license.
  • The buyer must get consent from the State Pollution Control Board before importing.
  • Clinics and hospitals must have a bio-medical waste agreement and a Delhi Medical Council certificate.
